Karnataka High Court orders new plan for Bengaluru decongestion, scrapping BMIC project
A What happened
The Karnataka High Court directed the State government to scrap the Bengaluru-Mysuru Infrastructure Corridor (BMIC) project and take action for a fresh project to decongest Bengaluru. The court noted that only 1 km of the proposed 111-km expressway was constructed over 25 years and none of five planned townships has been built. The court said the project has generated over 2,000 cases and has clogged the High Court and other courts. The court said NICE and NECEL collect huge tolls from peripheral roads and toll plazas while the expressway remains unbuilt and the proponents hold a large land bank without proper usage.

Key insights

  • 1

Court links stalled infrastructure project to prolonged litigation: The Bench said the project failed to decongest Bengaluru and instead clogged the High Court and other courts, with over 2,000 cases.

  • 2

Court cites possible causes for planning failure: The Bench called the project a classic example of non-commitment to public planning by people in power for reasons that may include large-scale corruption, bureaucratic trapping, and litigation.

  • 3

Court says existing agreement no longer serves the project’s purpose: The Bench said the earlier concept and the 1997 Framework Agreement had become frustrated and no purpose would be served by keeping the BMIC project alive.
