EU suspends US poultry imports from new Rhode Island HPAI zone, re-authorises Canadian and Chilean zones

EU border control posts and poultry importers must refuse consignments from the new US zone US-2.1397 (Providence County) and apply the restored authorisations for the listed Canadian, Chilean and US zones

Change
On 2 July 2026 the European Commission adopted Implementing Regulation (EU) 2026/1550, amending Annexes V and XIV to Implementing Regulation (EU) 2021/404 to suspend entry into the Union of poultry, germinal products of poultry, and fresh meat of poultry and game birds from a newly restricted US zone (US-2.1397, Providence County) following an HPAI outbreak, while re-authorising entry from previously suspended zones in Canada, Chile and the United States.
Why it matters
Entry into the Union of the covered poultry consignments is suspended from the new 10 km restricted zone US-2.1397 (Providence County) to protect the Union's animal-health status. Entry is re-authorised from previously suspended zones in Canada (CA-2.334–336, CA-2.338), Chile (CL-2.13, CL-2.14) and several US zones, following stamping-out, cleaning and disinfection and the Commission's assessment that those zones no longer threaten Union animal or public health. The Regulation entered into force the day after its 3 July 2026 publication, applies as a matter of urgency, and is directly applicable in all Member States; consignments must still meet the entry requirements of Delegated Regulation (EU) 2020/692.
Implications
  • Member State border control posts must refuse entry to consignments of poultry, germinal products of poultry, and fresh meat of poultry and game birds originating in the new US restricted zone US-2.1397 (Providence County) from entry into force — admitting such consignments breaches the directly applicable Regulation.
  • Importers bringing the covered poultry products into the Union must re-check the amended Annex V and XIV zone listings before shipment: consignments from US-2.1397 are now blocked, while consignments from the re-authorised Canadian (CA-2.334–336, CA-2.338), Chilean (CL-2.13, CL-2.14) and listed US zones may again enter if they meet Delegated Regulation (EU) 2020/692 requirements — shipping against the superseded list risks refusal at the border.
  • Member State competent veterinary authorities must apply the amended Annexes when certifying and inspecting entry, from the day after publication — the urgency clause leaves no transition period.
Who is affected
  • Member State border control posts
  • Importers of poultry, germinal products of poultry, and fresh meat of poultry and game birds into the Union
  • Member State competent veterinary authorities

Clarify™ · Grounded, not generic

Why not a general AI assistant?

A general assistant will answer almost anything — including beyond what it actually knows, which is where drift and hallucination come from. Ask it the same question twice and you can get two different answers — no good when you need a record you can stand behind.

Clarify™ works differently. It answers only from the specific brief in front of you and its cited primary source. Ask something the brief doesn’t cover and it says so, rather than inventing an answer — and the same question returns a consistent, grounded answer every time. The trade-off is deliberate: narrower, but defensible enough to act on.
