Why it matters
The PMO, National Security Council Secretariat and Cabinet Secretariat are being consolidated at the Seva Teerth complex, changing where senior security and cabinet coordination functions are physically based. The South Block’s transition away from housing the PMO removes a long-standing operational location for central government decision-making and visitor access protocols. Converting North and South Blocks into a museum commits the Raisina Hill buildings to public-facing use, constraining any near-term reversion to ministry office space.
