The International Health Regulations (IHR) amendments officially took effect on September 19, 2025, reflecting a renewed commitment to global health cooperation. These regulations guide 196 States Parties, including all WHO Member States, in managing public health risks that transcend borders. Key changes include the introduction of a 'pandemic emergency' alert level to facilitate stronger international collaboration during escalating health risks. Additionally, the establishment of National IHR Authorities aims to improve coordination of IHR implementation at the national level. The amendments also focus on equitable access to medical products and financing, lessons learned from the COVID-19 pandemic driving these changes. WHO Director-General Dr. Tedros Adhanom Ghebreyesus emphasized the importance of these amendments in safeguarding future generations against pandemics. While most countries adopted the changes, eleven States Parties rejected them, continuing to follow previous versions of the IHR.
